The air impact wrench did not work: the nut and bolt are rusty and the nut did not turn on the bolt easily.
Instead of using vise grips on the few threads above the nut, I cut a slot in the bolt end using a cut off disk in the Dremel. I put a king size blade type bit in my 1/4 inch socket wrench with which I could just keep the bolt from turning while tightening the nut with a box end wrench.
I"m glad it"s done. Thanks to all who helped!
PS I never gave my Dremel tool much thought but it earned my respect since cutting a neat slot in this 7/16"-ish (M10) bolt took less than 5 minutes.
