Quoting Removed, click Modern View to see

Did you immerse the float in warm water and look for air bubbles rising to the surface? If the float is leaking, it doesn't make any difference what else you have done, that carburetor will still leak. And for what it's worth, a replacement float for the Carter U.T. is non-existent.

Your carb needs to be cleaned, and your float is hanging up and/or the needle is not seating allowing gas to run out.

If you did not clean the carb first new parts do nothing. I have overhauled enough carbs so that I am not going to change my opinion. Buy a complete kit from CaseIH and you will spend $100+, and no gold will come out the muffler. Again, if you have fuel leaking out the air cleaner hose, the float and/or needle valve are not working right.
