The short chain on the left side hooks under the tractor hitch's hydraulic cylinder. When you lift the hitch, this chain becomes taut and lifts the cutterbar. The right side chain (I think!) attaches to the right axle clamp. That chain limits how low the whole mower lowers. If you have the long rod that goes to the touch control arms up by the engine, you don't need the chains -that'l lift the bar without lifting the whole mower.
