Trouble shooting 6v system

I"ve got an old forklift that is giving me fits. It is not charging. I had the generator and VR checked out and that was not the problem. The ammeter is not registering anything and does not move when I turn the key on. Both sides of the ammeter are hot. Is the ammeter my problem? Thanks.
 
BOTH sides of the ammeter should be hot otherwise its open and bad. An ammeter is a passive pass through series device with very lowwwwwwww resistance. So long as its the low resistance closed circuit it should be, charging current can still pass through it regardless if the mechanical needle was stuck.

Does it start and run when the battery is charged? Does the battery run down and quit starting it if you don"t charge it up with a charger?

If both sides of the ammeter are hot and it starts and runs with a charged battery the ammeter is not what (if anything) is preventing it from charging. If the needle never moves you either have a wiring error or a stuck ammeter.
 
Yeah it starts and runs fine with a charged up battery. I will go quite a while before the batter wears down enough to where it won't start.
