Fuel system now has proper flow and linkage now moves freely.

1st pic is a bolt too tight on governor to carb rod. I replaced that bolt with the proper pin.

2nd picture how I plumb fuel systems on my tractors.

3rd is a before pic of fuel system by po.

I thought I'd antagonize the correct police just for grins. Just to add fuel to the fire I think sediment bowls are way more trouble than they are worth.

Surge now only happens when going from idle to wot and surges 2-3 times then smooths out and runs great. If it continues I'll pull the governor apart and see what's going on in there.

I had a feeling the Spring tensioned link rod was an issue, but a square headed carriage bolt was over the top!! I like the pipe sediment bowl and and shutoff. Keep an Eye on the filter, they plug up and limit flow easily and not always visibly. Jim
 
This is the set up you get when your a Master Plumber and shade tree mechanic.

I have these filters on 6 tractors. I put way less than 100 hours a year on any of my tractors so change the oil and filters once a year.

So far I've never had one plug
