I am fixing up a 1941 Farmall H. On the column just below the light switch and ampmeter box there is a small crank that is not attached to anything on the other end. What purpose is this supposed to serve?

Is it connected to that shaft that can be seen under that blue crimp on connector. Hal

Its the crank to open and close radiator shutters. A lot of guys when they took off the shutters and the connecting rod left the crank in place.
 
There's no rod behind the blue crimp connector.

It appears that the shutters were removed at some point in the tractor's life.

The shutters are pretty neat. I saw a 1941 W4 sell at an auction here about 3 weeks ago that had the shutters intact. Heck that tractor was so original it still had the 24" split rims on the rear.
 
If you want to, turn it up and epoxy weld it.
Makes a handy hook to hang a cresent wrench or a couple of box end wrenches.
