656 gas govener

I have a smooth running gas 656 that sits in the shed way too much cause its diesel partners get all the use. Seems the govoner is stuck. Tried moving gov rod, seems tight at carb end? Ideas? Kroll or blaster or more serious problem?
 
Remove the rod and move the throttle lever. If stiff, the use of PB blaster, or other solvent (and some on the opposite side through the venturi) work it till it is free, then put a drop of engine oil on it till it stays free. If it stays sticky, the plate might be loose on the shaft!! Jim
