Farmall Super C surging

New to me 53 Super C with springs on the governor to carb rod, pictured. Tractor runs good and seems to have good power and response. I removed the springs and it surges badly at all rpm's.
Pretty ingenious/cobbled up fix.

2nd pic shows the cobbled up fuel system. I'll redo that and make sure I have a good consistent flow of fuel.

I seem to have trouble researching the archives. I typed in every different wording I can think of and nothing comes up. Iirc it's either a fuel problem or a governor problem.

Pleases give me some ideas to check if the fuel flow is not the issue.

I would fix the fuel system for sure (new sediment bol and lines). Maybe the governor spring is broke as well? something to check on...
 
If the governor spring is broke, the engine will race.

If the thrust bearing has bit the big one, the engine won't rev up.

Fix the fuel supply, then time the carburetor to the governor. Engine off, disconnect the throttle rod at the yoke in front. Throttle lever to full. Adjust the length of the throttle rod such that the pin just slips through easily with the carburetor at wide open throttle.

After that, the screw on the bottom of the governor controls surging. Remove the cap, loosen the lock nut, and tighten the screw a little at a time to stop the surging.
 
The spring is a band aid for worn linkage rod and holes. I would redo the carb and rod joints to remove all slack. The spring system can apply enough tension to the joints that they stick just a little. That causes surging.
The carbs are not adjustable for high speed/power. richness adjustment can be adjusted with larger main jet, or float adjustment (1/16 higher level in bowl, closer to the carb base)

What I would use.
 
Check the surge spring in the gov its probably bad and rusted of maybe even broke. The gov spring has nothing to do with surging it just wont run very fast if that spring is broke. Ive been around the Bs since 47 and have had several over the yrs and still have 6.
