MW governor question

I bought a 400 with a C-281 and an M&W governor on it. It has a 1/4" line from the throttle shaft housing to the intake of the carb. Why? Is this part of the M&W setup or was it added?

Not part of M & W governor. I would say it is someone's attempt to alleviate moisture build up in gov housing which causes ice build up in cold climates. When ice forms it makes it very difficult to make engine idle down. Not just a problem on M & W though.
