When you install the governor into the housing,do you pack the housing with grease?

You could, but a coating of engine prelube from lubriplate, or just a light coat of grease on moving pivots will do fine and not contaminate the engine oil with thick grease. Jim

No it gets plenty of oil from the cam gear.

after cleaning, I use some Lucas on the weight pivots and the front plunger
to give it some protection on initial startup.
the thrust bearing, I use a small amount of good wheel bearing grease

if you mean the distributor drive housing of the governor, yes
