Farmall 450 lp slow throttle response

Ok well i just rebuilt the engine on my lp 450 tractor and it runs great and has good compression and all that jazz. The thing that is stumping me is that it revs up nice and quick with no problem but then when you put the throttle lever back to idle position it stays revved unless you put the brakes while in gear and moving to put a heavy load on the engine and then it will go back to idle speed. But then slowly it will rev up again if ther is no load on it. My guess is that the problem is the govener. Would appreciate any input. Thanks.
 
well i would take a look at the gov. and see how sloppy the gov. spring fits into the levers-arm inside the Gov.There should be no slop as there should be bushings where the spring goes thru the arms. if they are not there then you can make up either bronze or steel bushings and press them in . IF you make them you must chamfer both sides of the hole where the spring fits thru so it does not bind. Then look and repair fix any sloppy linkage from the throttle lever down to the gov. I think this is your problem .
 
Thanks i will take a look there. Also i started it up this morning and i was acting just fine up until i had it running for around 20 minutes and then it started acting up again. Could it have anything to do with heat? I didnt adjust anything between the last time i drove it and this morning. Who knows whats goin on in its little brain.
