Neighbors M went a little south on him yesterday. Belly pump will lift, but not go back down. Rod moves, but the plow wont drop unless he loosens the hose going to the cylinder. Now its been years since Ive had to open one, so could someone refresh my memory as to what the problem is.
 
May want to check if the control arm bolt is loose, it can have that effect sometimes. Otherwise the problem is presumably in the valve.

Unless the control arm is not moving the shaft going into the liftall housing its going to have to come out. Once the back plate is removed from the reservoir its pretty simple to see and figure out how the linkage works. For some reason the check ball is not being pushed off the seat to let the fluid back, unless the plunger that moves to pump or bypass is staying in the pump position. If its just a problem with the one ball check he may get lucky and move the line and operate it. If pressure line is connected to the right side opening, move it to the left rear or vice versa. Those openings use a different check ball to let the pressure back.
If the internal linkage is apart or broke that works them it won't work though.
