Poor power steering IH 806

Tractor was just purchased at an auction. Doesn"t steer unless I take weight off the front tires. It has a loader and Schwartz front axle. Checked the safty relief presure it was around 1500 psi. I was able adjust it to 1900 psi. But still will not steer with the loader off the ground. I feel like the loader and wide axle is just to much for the tractor design. Would like to know if anyone has had this problem. Or has found a solution?
 
Where are you taking your readings ?? Now the next thing is you have no idea on what the flow is in GPM. Is there something stuck in the steering orface blocking flow?? could be a leak in the MCV . weak springs in the MCV sticking valve in the MCV . Low pump out put . Ya may have some binding in the ft axle . I know for a fact that even with a 15 foot Brillion culitamulcher handing off a 6 foot boom pole on the end of a loader on a 706 it steered fine But the one spindle did not like it much as it broke off from the weight. But sterring was not a problem .
 
I installed the gauge in the port that contains the orfice. I removed and checked the orfice it was good. Without the weight of the loader it will steer ok, so that would make me think the flow would not be the problem. I did check the bearing on the bottom of the steering knuckle, they seem good.
 
How did you raise the pressure ?? did you replace the relief valve?? or did ya start adding shims where you were not suppose to . And what kind of loader is on it . I have put several different loaders on 706-806 tractors for loading equipment and never had a issue With out seeing the tractor and doing the tests myself by the book AND WITH MY FLOW RATER AND GAUGES WE ARE SHOOTING IN THE DARK . if YA don't have at least and I T manual get one and make sure that you read the whole section on the steering and the MCV . Ya need 1800-1900 lbs on the steering with the oil at operating temp with the wheel turned one way or the other to see what you have . Oil temp should be above 140 degrees .
