I recently bought a project 1066 with an engine exposed to the elements. It's now apart and 3-5 cylinders were rusted, a few valves need to be replaced. I'm assuming the crank needs to be ground.

A few questions:
What is the typical cost for 1) turning crank 2) hot tank and clean/inspect head 3) other machining
(Can anyone recommended a good shop near SE Missouri).
OR
Would it make more sense to find a 414 from a combine engine and do a transplant?

The combine engine would be a way out IF you could find a low hour one . You will have all the pieces needed for that , then some gskt's and seals . Now as for rebuild of what ya got i can not give a good figure as prices just keep going up every where . Called about a new heater rheostat for the wifes Durango and a new end and terminals and was told that OH that comes as a wiring harness kit and it is only 70 bucks for six inches of wires and a new plug , that's list wright ON NO THAT IS your cost at 10% over dealer cost. Let's see here i know wire has gone up and the ends are about 12 cents a piece if i order a 100 and i have about 1500 feet of wire in all colors and i could use a new crimping tool but that is a 140 bucks . Just can not get ahead anymore .

Hard to say. I just did a 4 banger tractor engine. I did all the labor. Little gas engine wound up costing 1200 bucks when finished including a new clutch. I've been told by many people on this site that my machien shop cost are low. That's what makes it had to give you a good solid guess. We have no idea of shop cost in your area and just how much you can do yourself based on nessarry tools and equipment and skill.
