Generator issues

Hi, i just started working on a early 60's farmall tractor for a friend. Serial number 21674J. I noticed that it would never charge and after reading a ton on this forum realized the last person working on the tractor put in a new battery and didn't set it up as a postive grounded unit but negitive. I have put it back to positive ground as it should be and followe the directions to "polorize" the genny. I still don't have 7.4 volts on the battery. If fact, i have just a little over 6 at best on the battery and the AM meter shows a discharge. I did some checking and when i check the genny while running it looks like i am getting a - 3.1 volts. Does anyone know why I am getting negitive voltage and how I can fix this? Thank you so much for any help,
