Governor on H Farmall

From the front cam bearing bore over to a opening in the front engine cover plate, over to a opening near the front top of the governor. Same passage oils the idler gear bearing. If you remove the governor housing from the engine you can see the outlet. Least thats how I remember the path of the oil.
 
First place to check is between the governor housing and the front cover. If someone siliconed
in place of or on the gasket the oil pressure passage may be pluged. Or if someone made a gasket the slot opening may be left out from front cover plate to the governor housing oil feed hole. Next to check is recent work under the front engine cover or cam bearing recently installed. If none of the above the small metering hole may be pluged from a dirty engine.
Oil pressure is not fully sent to the governor housing and idler gear through 360 degrees rotation. Think a slot in the front cam journal just sends oil pressure to the passage so many degrees a revolution. If the cam bearing is installed with holes in the correct place.
I may not remember everything about the oil system but the governor is not a complete splash system. Maybe some to the drive gear and front bearing is all.

Correct. "splash system" was probably the wrong term to use. Probably should have used "intermittent" instead. I do know IF the system is working, you WILL know it if you start the engine while the cover is off the governor.
