H idle-governor

I set the governor throttle shaft connection as the manual explained. Now my idle is at 850. The upper stop screw in the governor is not even on its stop. Is this 850 too high, I know it is supposed to be 450. Will an 850 idle pose any problems for the tractor?
 
No it won't hurt it to idle at that speed. Check the qualizer assembly at the pivot on top of the engine head. You probably need to adjust that shorter on the long throttle shaft.
 
Let us know if that does the trick. I have had to adjust several of those through the years.
