3 pt hitch lift arms

I have an IH 504 utility that has 3 pt hitch lift arms that can be set to either float up/down or remain locked. Problem is the right side (with leveling crank) will not remain locked despite putting the pin in the hole that is supposed to lock it in place. The left one is fine. Is there a fix for this short of getting another lift arm? Its making it difficult to plow when one side floats and one side stays locked.
 
It should be pretty obvious why the pin isn't doing its job... Can you describe what happens? Where is the movement when it floats?
 
The pin slides thru one of 3 holes in the arm whose upper portion slides in/out of the lower portion like a piston. The middle hole should lock the arm but when raising the hitch with an implement on it, the right arm will slide apart while the left remains locked, despite the pins being in identical positions. With out the weight of an implement the arm seems to stay locked. I'm wondering if the arm can be taken apart and if anything internally can be done to ensure it locks as it should. Thanks!
