Yes, They came from the factory with 36" and 38" rears.
I don't know if they were both available at the same time or not, but I have a '41 H with the 36" split rims, (from what I've seen at shows, they seem to be getting rare now).
 
Afew of the early Hs came with 36" tires."Cutoffs"were often made with 36" rims.(I have an old set out back)

The original Farmall H with pneumatic tires had 36 inch split rims. Later tractors changed this to 38 inch drop center rims. The cast wheels centers were the same in both cases.
The standard fitting for all Farmalls H and M, until probably the late 1940s, were 51 inch steel wheels with lugs.
 
I believe 36" rims were available as an option.
Years ago I bought two 36" rims from a salvage yard that had 9.5"-36" tires fitted. The rims had originally come off an "H" used by a commercial vegetable grower. Sid.
 
In Australia Farmall H tractors were fitted with 28" or 38" rims. My 1940 H has 28" rims for rubber tyres, but I changed over to steel wheels and kept the others for spares.

36" wheels are sometimes called clip wheels. They were converted from iron to rubber tires when they became available after WWII.
 
Tractors IH sent to the Nebraska test site in 1939 were equiped with 36 inch rubber. Parts book I have that was printed in 1-1940 shows only 36 inch rims. Sometime between there and by sometime in the first months of 1941 38 inch showed up. Also the MD IH sent for test in may of 41 had 38 inch. If they were around for a M they probably were for a H also.
Looking at old pictures of H tractors some 1940 ones had 38 on them.
36 inch rims were listed in parts for H tractors way on up along with 38 and 40 inch sizes. IH parts books refered to rubber tires as special up into the late forties and steel as standard. Some steel sizes were called special. Late forties IH dropped the special name on rubber tires.
Dad and uncle had a early 1941 H with 38 inch rubber and according to them that was the size that came on it. Also kind of unusual for that year it was a gasoline X1 model.
 
36" rear tires were standard on pre war H's. During the war steel wheels were standard. After the war, 38" rear tires were standard, 36" rear tires and steel wheels were optional. A lot of the war time steel wheels were cut off and either 36" or 38" rims were welded on the cut offs.

There was a changeover in standard tractor rear wheel tires from the old narrow base 36 inch rims and tires to the new wide base 38 inch rims and tires in the 1940-41 times and the rear tires fitted on many brands of tractors reflected this change....and it was a good thing. Not like when the 15.5-38 tires and 14 inch rims replaced a lot of the 13-38 tires and 12 inch rims that had been fitted on 3-4 plow tractors in the 1956-1957 days. (The change that wrecked the good looks of the Farmall 400's and 450's IMHO with their smaller outer diameter and many farmers were not too "keen" on.) Actually 15.5's are a "cheap" and lighter big tire substituting tread width for carcass cross section, strength and fluid capacity.
