Super A will run but won't go

I have a buddy with a Super A that belonged to his Grandfather. It sat outside for many years and it was willed to him. He got it running after cleaning the carb and fuel tank. It idles well and will throttle-up but when the clutch is released it stumbles until it finally stalls.
I haven't been there to look at the tractor yet, but I'm thinking the carb and possibly the tank need some more attention. I'm going to guess that the motion of the tractor is stiring up sediment and causing the stumble. Is there anything else I may have missed? I thought of simple things like the brakes being set or siezed wheel bearings...aparently the tractor rolls freely.

Drain the carb into a tincan and look at it. I bet it is part water. It should run out the drain in at least a 1/8" stream. If it rolls it is probably fuel delivery, or bad rust or old fuel residue in the carb. Jim

I wondered about the governor but let that go since it would respond to throttle changes. Lets hope its simple!

Back years ago I had a minie moe that the
distribitor was so wore that the movement
would make it stumble, so I replaced shaft
& bushings and was all better. need to go
storm , ttul stumper ps was .013 slop
 
Transmission stuck in two gears wouldn't cause a "stumble." The tractor would just smoothly quit when you dump the clutch.

Try giving the tractor a little choke when you let out the clutch. If it's better, the carb needs more work.

Even if the governor isn't responding, the tractor should be able to move itself on flat ground. A non-responsive governor would also be a SMOOTH quit, not a "stumble."

Carburetors can be tricky especially if you're new at working on them.
 
Any time you have trouble like that, the simplest test you can do is choke it to see what happens.

if it's better - you know you're not getting enough gas through the carb.

If it doesn't make any difference, well - it does't mean anything but you didn't lose anything by tryng.
