Have my motor tore down, the motor was stuck and the PO had the oil pan off and the oil pump out.

I have the service manual but it really doesn't say much other than to check the spring tension and make sure everything is lined up. Anything special that I should look for with the pump? Can it be hooked up to a drill and tested in a bucket of diesel fuel? Hate to put it all back together and it not work right.
 
I usually make sure the bottom plate is flat, no deep wear marks. That end seal between the gears and the plate is important to the pump developing the proper pressure.

Lay a piece of 500 or finer paper (I use crocus cloth) on a pane of glass, put down a couple drops of oil and work out any marks using a figure 8 motion. Keep the plate flat, make it as even as you can and be patient, it will take a little time, but it is worth it.
 
As Dave said the plate on the end needs to have no marks or scratches on it. I clean one up years ago on an 8N by using some of that sand paper made for a drill disk and glued it down on the top of my battery charger and went to work on the plate that way and it worked real good and the charger was bit enough to stay in one place which also helper the work. Before I started doing the plate the oil pump had almost not pressure after it had good pressure
 
You dont even need a drill turning it over by hand will get a good flow just use the thin gasket and make sure the bottom plate is smooth and not warped.
