Farmall 240 Restoration - Issues Help Needed.

Took most of the sheet metal off yesterday and ran into a problem with getting the governor control handle off at the dash. Checked the parts catalog for any clues and found no keys or other entrapment devices shown. I believe (don't know for sure) the shaft is splined and the handle is pulled down rather tight with the locknut on the top. How is this handle separated from the shaft at the dash??? Also, the slotted screws attaching the instrument panel to the rear hood over the gas tank are frozen and won't budge - thinking I am going to have to grind them off but haven't done so yet - any "tricks" for removing them, ie. impact screw driver?? Thanks for any suggestions, Hal.
 
If the screws are rusted in, I would imagine that the throttle lever is also rusted to the splines.

Lots of penetrating juice and time might get all that loose for you. Quicker might be to carefully heat the throttle handle where it goes on the spline.

With the screws, impact driver, then grind off if that fails to work.
 
If the impact driver fails after penetrating juice has been allowed to soak for a while, consider welding a hex nut onto the head of the screw and using a wrench. Use the juice again to cool the screw after welding and begin working with a wrench to loosen then tighten with even the slightest movement. Work back and forth adding juice frequently. Patience! Far better than drilling out. If removing the screw head is the quickest to remove the sheet metal, use a punch to center punch the screw and a drill bit the same sized as the screw diameter and drill through the head. Then use a small chisel to bump the head off. Less damage to the sheet metal than grinding that way.
 
Thanks for your response and I had success today with the impact screw driver and penetrating oil. I also got the governor control handle loose with some tapping on a nut threaded onto the shaft along with the good juice. Now on to other problems, Hal.
