One more thing , does it matter how the carb is assembled to the gov. not sure if the tangs are lined up properly.

Yes, very much so. If you don't get the tangs lined up the tractor will either not run at all or will run away.

Helps to take the 2 screws out of the governor tube to get the tang inserted correctly.
Attach the carb-tube screws tightly before the carb-manifold & tube-governor screws are tightened.
Helps get all parts centered. Lastly, check governor clevis adjustment.
