My governor hunts a little bit so I went in it to check it out. I followed the manual to adjust the throttle shaft connection and had to move it half an inch to get the pin to slip in freely as the manual advised. I have not cranked it yet due to a sleeping baby but that far out of adjustment seems intentional. Any idea?
 
yes I did. I just cranked it and now it will not idle down even with the screw all the way out. I guess the previous owner had the throttle arm adjusted that way for a reason. Now I have something to figure out. The throttle never had a great range of adjustment.
 
Couple of things come to mind. The two set screws on the lever inside the governor. Bottom one should stick out about 1/2 inch. Upper 3/8 inch. Also check the thruster bearing. It should slide but not wiggle. If it wiggles the bearing is worn out. I had that problem on one of my Hs.
 
Where are you taking the measurements for the set screws. It may be that the idle one is wrong and they compensated elsewhere.

When you are looking at the lever, it is how much they protrude out the left side to hit the casing. That is just a ballpark. It varies on each H I have worked on. They do get loose.
