FULL THROTTLE DOES NOT CHANGE ENGINE SPEED; REMOVED GOVERNOR FOUND ABOUT 1/4" END PLAY IN ROCKSHAFT LEVER, AND THROTTLE PIN DOES NOT FIT INTO HOUSING AS SHOWN IN IH-8 MANUAL, FIG IH390, PG 43. LOOKING FOR INPUT, PARTS SOURCE, ETC. FAMILY TRACTOR BOUGHT NEW BY GRANDAD.

If you rotate the shaft endways then it will not enguage the pin. They all have that much endplay when the shaft is rotated. Just get the shaft so it enguages the pin and it will be fine. Does the spring have good tension and the input lever does it have a lot of slop as it can be rebushed to be like new again. Ive rebuilt many. Is the throttle adjustment correct. With engine off remove the pin in the clevis going to the carb. Now open throttle wide open and adjust clevis so the pin goes in when the carb rod is held wide open. This adjustment is important. The lever on the carb mite be loose on its shaft thus not letting the butterfly do its thing. Make sure the two springs on the throttle rod coming from the steering support are free and not bound up with paint,grease or just rusted fast.
