W-30 info needed

Got a small lever on the left side of the steering column, linked to a cross shaft across the back of the fire wall. At the end of this shaft is another short,clamped-on lever, lined up with a slot in the fire wall. What's this all about? Also, there is a throttle control lever in addition to the governor control lever. I have a similar 'dual throttle' control on my Regular, although it's set up different. I always wondered under what circumstances would you want to override the governor. thanks, Fritz

Fritz, on a Regular one lever was idle (when up)or full speed (when down). The other retarded the spark (when it was up) to prevent kickback when crank starting. After the engine started, you pulled the lever down thus manually advancing the spark.
 
the lever on the left side of the steering column is for the manifold control valve on a distillate manifold to control heat to vaporize the fuel. The other two are like on a Regular, one is for the magneto and the other a throtle or governor overide however you want to look at it.
