My neighbour has a B-414 with a gas engine that
blew the oil filter seal out the other day while
bush hogging. He replaced the seal with a new
one and it did the same thing again as soon as
he fired it up, he tightened the filter down
more and it stopped but now he's affraid its
going to do it again.

Any suggestions?

That at least to me is a no brainier. The oil pressure relief valve is sticking so yep it will blow out the easiest gasket which most of the time is the oil filter.

Those filter "O" rings were a PITA. Couple things:
1)The replacement filters from IH would come with about 3 different "O" rings that you had to select the correct one for your filter holder.
2)It was always very difficult to get all of the old "O" ring out of the filter holder groove. I would use a small flat blade screw driver and go around the groove and make sure all of the old "O" ring was gone.
3)If you torque the filter bowl to tight with some broken "O" ring in the groove, the filter holder will be warped and will leak.
