Finally solved racing H problem but swapping out the governor for the one on my H parts tractor. Runs nice now. Thanks to all who helped out with this problem. It really wasn't rocket science after all.

You were right on target, Rustred. The holes in the gov.weights where the pins go thru were worn out. Apparently binding up when the weights tried to fly out. THanks.
