Update on racing H

Went thru enire fuel delivery. Throttle shaft is correctly connected to carb. Found binding in linkage so fixed that and it now works smoothly.
Started tractor with throttle handle in idle position. Still raced, but not as bad as before..definitely too fast, tho. Turned main jet screw in all the way and tractor still kept on running. Is this a carb or governor problem or both?? Carb was not rebuilt, just a needle and seat from Tractor Supply. Do I need a new carb, or a rebuild on this one? Any troubleshooting appreciated.
 
Is the throttle plate installed correctly---with the bevel on both edges so the bore closes completely? Is the plate aligned so it won't bind in the bore?
 
disconnect linkage so you can hold throttle closed while running. if it slows down you have other problems down line. if it makes no diff. i would be checking throttle plate to see if its closing correctly.
 
With the bowl off of the carb, One can see into the throat to look at the throttle plate. (still attached to manifold and governor link) At idle it should be pretty much closed, at the point it should begin to pick up speed, it should move all the way open. If it is any substantial open before this, something is wrong. At rest, a governor opens the throttle wide open to match the intend engine speed Without it running, it just goes open. If it opens but does not close, that paeky tang is still suspect, Many have had 5 to 7 times getting it in place. (I have struggled)
If no help, I would begin to think governor, but they are designed to fail slow, not fast.
A throttle plate that is loose on its shaft will get out of place and bind such that the engine speed is uncontrolable. Jim
 
Bruce unbolt the carburetor from the manifold but leave it hooked up to the governor tube and the fuel line. Now you can check what the throttle butterfly in the carb is doing when you move the throttle lever up and down. From messing with these for a long time I am guessing the equalizer at the end of the throttle rod needs adjusting (probably shortening it) there at the bell crank which is on top of the engine head.
