Carb Rebuild Kits

I've done a few carburetors with rebuild kits - what am I missing?

I can never figure out what exactly I'm supposed to do with that little gray felt washer.

I know it's supposed to go over either the throttle shaft of choke shaft to seal it... but on the ones I've done there's no possible way it can fit anywhere.

Am I missing something? ARE there any farmall carbs that actually fit them?

Two of those together work pretty good as the filtering media in the drain hole in the bottom. Just stuff 'em in there.
