I was informed on another site by a member of Chapter 32 that stakes cannot be driven into the ground of the exhibition area due to shallow electric lines. Any shade canopy tie downs will have to be sandbags or something similar, not stakes.

I wonder how many electrical lines will be cut due to people's ignorance.

You just KNOW that people will use stakes anyway. Either, because they didn't get the message, or because they choose to ignore it.

Answer to your Question - I just got off the phone with Larry Kaufman and he told me that when you arrive, you tell the people that you have a pop up canopy and they will go with you and tell you where you can drive hold down stakes. There are only a few places that stakes can't be driven and those will be pointed out by the grounds electrician.
