Cub Cadet 100 - New Owner with PTO Clutch Problems

I tried to engage the mower deck (PTO), and it did nothing as far as turning the deck. I got off the tractor and noticed that the pulley(?) on the flywheel that the deck belt attaches to engages and spins, BUT the belt that is attached to it doesn't move. What could be the problem here? I noticed that when tried to turn the pulleys on the mower deck by hand that it seems that it is all pretty stiff and tight; although the deck pulleys will rock back and forth about 1/4 to 1/2 inch with my hand movement.

Is there a specific procedure to adjust these things. I'm new to them, but my grandfather isn't which is here; but it is so hot out that he doesn't want to fool with it. I'd like to go ahead and try to fix it and learn myself. It sure would be nice to take my push mower out of service at my house and replace with my Cub Cadet! Also, how would I know if the clutch is simply just worn out? Is there a specific thread/guide on rebuilding the clutch assembly?

I wonder if the deck itself just needs a good greasing and getting going?

have a c-c 125 hydro myself,,the pulleys shouldn't move/rock, no free play/adjustments, i has one that did that, froze up, needed to replace it,,also i replaced idler pully,,run fine now...people forget to grease each new year of usage, then it's too late..
 
I would say if the pulley spins the clutch
is ok but that isn't Gospel. There is a belt
tension adjustment on the mule drive for
the deck. Its that bolt and nut on the
front of your cub down at the bottom.
You cam see it in your picture. I don't
have my manual here so I cannot give
specifics. As another poster said you
could have a locked up spindle bearing.

Is this the bolt you are referring to that is the belt tension adjuster?
Should I take the belt off the mule drive and the belt off the deck to check the pulleys? How would I take the belts off easily?
 
Yes that is the one. It should pull the pulley towards the
front of the tractor to increase the tension. You'll have to
either slip the belt off one of the idlers there or pull the pins
at the back of the deck to get the belt off. With the belt off
you should not be able to rock the blades up and down
underneath the deck. They should also turn easily. My cub
has two belts one to drive the center pulley from the engine
and another that drives all three deck spindles.

Agreed.

You'll want to make sure the belt is on the both pulleys and not twisted before you tighten it up to much. If it got too loose it might have jumped off the pulley and is jammed between the pulley hanger and the pulley.

Without the PTO engaged the deck blades should turn fairly easily. If not you might want to drop the deck and make sure you don't have something wound around the mandrels. If they are clear and the belt is on straight and are still stiff (probably from rust) I'd run it for a short time, grease it, run it some more and grease it some more.
