1066 Steering

I have a 1066 Hi-crop. The brakes and steering take a minute or two before operating. I thought it was low fluid, but have over filled it and the problem persists. Is the pump bad?
 
I believe thev1066 like 06 models has a separate pump for steering and brakes. It is on the left side of the tractor under the operators station. An easy removal and someone can put a kit in it for you. Sounds like the problem
 
1066 has MCV & pump in ta/clutch center housing, its on the clutch pedal side ahead & down, has a lot of bolts to remove it. The rear frame has another pump but runs only the hitch & hyd couplers. Your tractor has problem in the MCV side (the front one). IH made a gasket/oring set to replace the common failure parts, IH 393877R92, hopefully this will cure the problem.
 
my 1256 will not have power steering or brakes at all when started. I did some digging and found that it is a common problem and the quick fix is to overfill the hydra-trans above the seal so it dosnt suck air and seals itself. Seems to work for me, been that way for 23 years
