Farmall Super C Governor

There is something wrong with the throttle assembly or governor on my 1954 Super C. It starts fine, but then the throttle (where it connects to the carbureutor) starts moving back and forth, making the engine surge. Eventually the motor cuts out. Any ideas of what to do?
 
It is probably telling you that the fuel is not being supplied fast enough. As the tractor starts to die, the throttle opens up and it surges faster, then it drops back down and repeats until the fuel is used up such that it dies. Look to a plugged fuel line or sediment bowel supply into the tank. There is also a screen at the carb fittig. Internal carb issues could include a partially plugged high speed passage, or float issues. Jim
 
Have you checked the surge spring as it mite have broke. There are lots of things that mite bee wrong but i would check that first.
