On our magneto-fired H, the ammeter will show a discharge of 3-4 amps for a short (30 sec.) time and then charge at 3-4 amps for the same length of time, then not do either most of the time. Putting it on high charge or regular will not change it any. Running the lights will obviously make it discharge, but it won't "compensate" by charging right after shutting off the lights. This rig has a voltage regulator on it. I am of the opinion that it should not be discharging at all when the lights are off, being as it has a magneto and has no draw on the battery under normal operation. Any input on what is going on here or what I can do to fix this would be appreciated.

First I wonder why do you have a low and high charge switch as well as a voltage regulator? A voltage regulator is meant to do away with the high / low switch arrangement I believe. As you say, the H4 magneto has nothing to do with the charging system.
You should check the brushes and commutator in the generator first. Be sure they are all clean and that the brushes are making good contact. Check that the regulator points are clean. If everything looks good, with no burn contacts or burn marks in the regulator and you still have problems you need to start doing some more technical tests. I think JohnT is the man with the right information for Delco equipment and his trouble shooting list is available on this forum.

Could be a deteriorating/ rusty ground on the regulator mount.
Second could be oxidizing on the contacts in the regulator. If you can get the reg. cover off, run some fine crocus cloth through the field contacts[set that are normally closed with engine off].
