H4 magneto shorting

I just put points and a condenser in an H4 magneto and built a little jig so that I can bench test it with a cordless drill. The problem I have is that I am getting current jumping from the output of the coil cap to the knobs in the casting where the latch that holds the distrbutor cap is. The currnet is even flowing through the rubber boot that covers the output of the coil cap. It appears as though I would have hot spark if the current was not jumping this gap. I have even tried a different cap of of another tractor and the same thing occured. The spark plugs I am using are bolted to a peice of steel which is bolted right to a the magneto mounting hole, so the plugs should be well grounded. What would cause this current to jump this gap?

I think you have the rotor internal timeing wrong, therefore the rotor is not aligned with the terminal inside the dist cap. The gap between rotor tip and cap is apparently wider than the path the coil is taking to ground. There is a mark L & R on rotor, notch on little gear. Align the R with the notch. At any rate, the spark is taking the easier route, might be a open coil to cap wire also.
