IH 60 Plow Tail Wheel Question

I"m rebuilding a model 60 plow with the "conventional" tail wheel, the one with a bunch of different adjustment screws.

My question is how much slop should be in the double links that hold the wheel assembly to the rear beam? The original pins are worn horribly, and even new rod of the correct diameters still have 1/16" gaps or more in the bores they ride in.

I was thinking of having the bores drilled out to accept larger pins, if that was even possible, but didn"t want to end up with things too tight.
 
I would do bushings rather than drill things out even larger...

I can't imagine anything needing 1/16" of clearance.
