What's the plate bolted to block behind carburator on SH?

What's the plate bolted to block behind carburator? Should I remove and clean and install new gasket since I have full set? I am looking to putting in sleeves next.
 
That plate is the block water header cover.

If the cover shows no signs of coolant leakage you can probably get by leaving it alone. However if it were mine I'd take it off, check the inside of the cover for corrosion then reinstall it using a new gasket.
 
Probably what the other posters said. Just in case since you may have another block and you mean to rear of tractor from carburetor with two bolts in it. It would be for a mechanical fuel pump mounting place when used.
 
Those coolant passage covers will occasionaly rust through . You can get a repo/new one fairly reasonable. And there probably will be rust/crud built up behind there. You can snake it in there later if it fails, but if you already have it apart now is the time.
