Farmall 300 spark question

On my 300 the 1st and 2nd cylinders aren"t firing when the spark plug wires are fully on the spark plugs. When I pull the wires off the plugs so just the rubber boot is touching the plugs it will fire. Why does it do this? It looks like the inside of my spark plug wires are clean, but it wont fire when the wires are completely on the plugs. I haven"t tried new wires or plugs yet. Thanks
 
Your plugs are fouled and by having the plug wire off the spark plug will fire due to having a stronger spark due to jumping that gap. Clean or replace the plugs and the problem will go bye bye
 
Old is right on the plug thing. Pulling the wire away from the plug makes the voltage rise to the point that it will fire a dirty plug.
