Super C governor service

Should the shaft, weights, and gears come off with the governor housing?

Pulled the governor on Dad's Super C today to replace the broken spring. The I&T manual appeared to say that you needed to find TDC on #1, remove the distributor before pulling the governor.

We went through all that rigamarole, and the governor housing came off without the shaft, weights, and timing gear!

Everything went back together no problem and works fine... I'm not looking a gift horse in the mouth, just curious.
 
Either way. The IT manual is printed for directions on servicing the complete governor so the procedure takes into account that you will have it all off the engine.
 
You must have replaced it correct or it just wouldnt work. All you needed was the housing and not the rest of the stuff.
