1566 IH Lift arms wont go down

Lift arms raised up , but wont go down when lever is in the down positition. Running or not, they're up there and have been for weeks while I work on other stuff. With it running, I can jump and down(with the lever held down) on them--nothing. I'm trying to make sense of the manual, but never had this issue. Any pointers?

Pull the top link plate off and look over on the right side towards the top and you will see a lever arm hanging down and you will see a lever-arm coming up from the bottom . The one on the top is suppose to be on the back side of the one coming up from the bottom . Now a word of caution thinks can be SHARP and the top arm is heavy spring loaded , myself i have a hook to use to pull it back and around the bottom one . This happens when the three point arms are jerked hard and causes things to jump places they should not be . This will take less then fifteen min. to fix.
