pto clutch pack

i am rebuilding the pto on my 966, i got the parts from a&i it looks like i was shorted one or two of the steel discs, the box had 9 steel discs and 7 clutch discs, did i get shorted on parts or is there a new order to put the clutch pack in?

No , you have the heavy duty clutch pac . What was in there was the light duty and ya had less fiber on that one with more steel .

so what is the proper order to install the discs and plates then?

Start with one steel and alternate between steel and lined disks. You will end up putting two steel plates in next to the plate and snap ring.
