I started cutting some hay last night to try things out. Cutter doing well but the tractor on the second round High 1 torque back just lost power and was falling on its face. I stopped shut off mower and idled down.It started running better. Sat there for maybe a short 5 minutes. Started mowing again and no other problems. It was doing the same thing last year when I put it away for the season. Tractor has new plugs, radiator, temp gauge, wires last year, points/condensor, coil all last year.
Any thoughts what could still be causing this?

Fuel starvation. Almost sounds like there may be a foreign object floating around in the gas tank.
 
Read the owners manual on fuel requirements and you will see what your problem is . I can tell that your running low grade fuel and you may want to put a timing lite on it along with having the dist. checked for proper advance curve . If it is a C263 timing is set at 23 degrees BTDC at full throttle , if it is a C291 then it is set at 18 degrees BTDC at full throttle. Ya need 93 octane gas in that tractor to work it.
