You can change to the I-H dist if yours is bad.

Gear on the bottom of distributor is junk

If that gear is junk, the one that drives is probably junk also. Allis-Chalmers, John Deere, and I think Case tractors all use the Delco ignition, so you might be able to find a good, used bottom gear.
