135, 3pt pump control valve

With the right side cover off, we found the control vavle lever wasn't being engaged by the lift or draft control levers to raise or lower the pump. Pushing the control valve lever back caused the linkage to raise and pushing forward to lower. Isn't the control valve supposed to default to the lift position? After removing the pump and the control valve we found the rear square, oscillator drive retainer inside the oscillator sleeve had slipped back past the C-clip and the spring was stuck on the clip. The drive spring retainer seems very rounded and worn. It's also much thinner than the similar part at the front of the spring. Hopefully the photo will attach. The retainer looks worn to my eyes. Should it be replaced, if available? If NA, could we just put in a manufactured one? What is the purpose of the oscillating assembly, why does it oscillate? Also shown is the PTO seal and retainer. The seal looks double thick and like it's part leather and part rubber. Is this how they are, or did someone remanufacture it? Thanks for any help, MK
