I got my A I bought last fall running this spring and it runs pretty well most of the time. However it surges sometimes when the throttle is wide open and the tractor moving. It stops surging if I stop the tractor but leave the throttle alone. Doesn't do it all the time. Can this be a governor issue? I'm not sure the carb is right either as it seems to weep a little gas like the level is too high. Doesn't drip gas. It has a new float but I didn't adjust anything yet. I've got to get the bugs out so I can rake hay with it this summer.
 
Be sure that when the governor is set to wide open(tractor off) that the linkage from the governor cross tube arm and the carb link arm, The carb should be held just fully open in this position. The pivots and rod ends should be tight and without slop. They can be welded up and made tight. The tube from the governor can also have bad bushings in the end, If these are OK, and it still surges, there is a possible issue with the high speed mixture (helped if the float level is correct). The main bearing in the governor.can also be loose. Jim
 
Does it help or hurt if you choke it when it does that?? A lot of times that problem is caused by a main jet that has gotten some dirt etc in it and is making it run lean. Linkage can also be binding up and would cause odd problems
