I don`t know of a source for new ones. I usually grab `em when I see them laying loose when I go through the salvage yard, or take them off a parts tractor if it`s a special one I need.
 
If I remember right, the dot was to signify that it was an IH bolt before they used the IH logo on hardware. I've had success finding take-off bolts, usually sold in lots, on ebaY. Farm &/or collector auctions may have hardware by the bucketfull for cheap.

My personal preference is to use and look for all new bolts. I like to know that everything is held together with bolts that are not work hardened, corroded and stress cracked, fatigued half way through from bending, stretched and hardened,cross threaded, and or wrong size.
I've not seen any displays or judging that anyone but the owner gave a fiddler's diddly about bolts.
 
I will reuse SOME of the bolts, but if there are - say - 5 bolts in a part, and two are bad, I will replace all 5. Most (99%) square heads/nuts get replaced. I know people who reuse split lock washers! These were meant to be a "one use item", but they get reused all the time. Mine get trashed.
 
I agree, except that some of the new lock washers I buy are not as strong as the ones I took out. Also in a post the other day, an engineering study, or something like that showed that they did more harm than good--I still use them.
 
Way back when - when I worked at a Materials & Research Lab - we tested a LOT of different fasteners. Split Lock washers as a whole only worked a VERY small percentage of the time - and only when torqued PROPERLY. Once used, they failed EVERY time to function properly when re-installed. The whole system is based on something that only "works" when the bolt is already loose. They are a good "spacer", but not much more.....
I still use them - even though I know they don't really work, but they LOOK right on old tractors. The problem with reusing them is - they get work hardened and brittle, then break CAUSING the bolt to loosen.
