helper spring and generator question

I noticed today that the bracket for the helper spring for the quick hitch on my 130 is pivoting around the bolt causing it to rub on the rear fender. I tried tightening it but it still moved and hit the fender. Is the bracket supposed to move? Doesn't seem like it will help lift anything if it does.
Also, I have been trying to get the generator to charge properly. I went through all the connections a while back and took them apart and cleaned them. I took the cover off the gen and oiled and air cleaned it. Now the generator is giving me the propper 7.5 volts at the gen but I only get about 6.3 at the battery. I checked the voltage regulator and get 7.5 at the gen terminal and 6.3 at the bat terminal. The ammeter shows a slight charge but the needle is eratic and wobbles back and forth. Bad vr? Bad ammeter?

You need to clean the cut out relay contacts in the regulator. Fine sand paper will work, just blow out any dust when you are through.
 
Working from fuzzy memory here. Doesn't the bracket have the shape of a sort-of bent up letter "Y"? The spring is at one end with the opposite end bolted to the side of the bell housing (the point where yours is pivoting?). I think there is another part of the bracket, welded to the main part, that braces to another point on the tractor. If yours is only held to the tractor with one bolt, look for a rough edge on the bracket where something is broken off.
 
there is a sort of tab sticking out on the bracket where it bolts to the torque tube. I'll go check it tomorrow for signs of a missing piece and see if i can find a picture on the internet to show how it's supposed to be.

your memory isn't very fuzzy. You are correct, the brace piece on the bracket is cracked and missing. I'll have to figure out a repair or just take it off since it has been working fine without it.
