Does it help or hurt to choke it??? If it helps then if it has an adjustable main jet open it up a tad bit till you have it set like you need. If it is not adjustable then you may have a fuel flow problem and or dirt in the carb or maybe a vacuum leak some place in the manifold area

High rpm miss (under load) is usually bad spark plugs... With no load, what do your plugs look like ?
