carb and govener

tryed 3 rebuilt carbs they ether surge or fluter with no adjustment on the mixture screw. did also rebuilt the govenr and is there a nutral set on that so you can rule it out so you can say it is bad carbs? thanks on my A

when it did surgeing, i wounde if that fork in the govener is loose. the levers wernt moveing. had to put a set scew to snug it to the shaft. thanks..

I think the governor on your A is similar to the one on my Super C. Surging has been a adjustment problem. The needle bearings and axle were also worn out. On my H (different gov.) it has been a linkage problem, but it could be worthwhile checking the linkage on your A.
